The City of Fresno, California, is conducting a national search for a highly experienced, impartial, and community-focused professional to serve as its next Independent Reviewer for the Office of Independent Review.
Fresno is California’s fifth-largest city, with a population of approximately 540,000 residents, and serves as the financial, industrial, trade, and commercial center of the central San Joaquin Valley. The community offers the amenities of a major metropolitan area, comparatively affordable housing, a diverse population, and convenient access to Yosemite, Kings Canyon, and Sequoia National Parks.
Reporting to the City Manager, the Independent Reviewer is responsible for auditing and reviewing investigations involving the Fresno Police Department, evaluating complaint and inquiry processes, identifying organizational trends, and preparing reports and recommendations designed to improve accountability, effectiveness, and public confidence. The position also serves as an important liaison among City leadership, the Police Department, community organizations, public officials, and residents.
The successful candidate will possess strong leadership, analytical, communication, and relationship-building skills. The City seeks an individual who can exercise sound independent judgment, maintain objectivity under difficult circumstances, and operate with the highest standards of ethics, integrity, fairness, and political sensitivity. The ideal candidate will also demonstrate exceptional facilitation, diplomacy, negotiation, and problem-solving abilities, together with the capacity to evaluate complex investigations, policies, procedures, and organizational practices.
The annual salary range for the Independent Reviewer is $122,076 to $210,792, accompanied by a comprehensive executive benefits package.

Requirements
Candidates should have substantial knowledge of law enforcement operations, internal investigations, use-of-force review, constitutional and criminal law, public records requirements, labor and civil rights law, the California Penal Code, relevant case law, and the Peace Officers’ Bill of Rights. Any combination of related education and experience approved by the City Manager may be considered qualifying. A law degree from an accredited college or university is desirable.
