The City of Hopkins has a Council-Manager form of government established in 1947. The City Council is comprised of a Mayor, who is elected for a two-year term, and four Councilmembers elected for four-year terms. All members of the City Council are elected at large.
The City Council hires the City Manager. The Manager hires all other employees. The City employs 109 including the Police Department with 41 employees. The Fire Department has a full-time Chief and 38 paid on-call firefighters.

Hopkins, Minnesota is a second tier suburb located in the western Twin Cities metropolitan area. The City, incorporated in 1893, has a population of over 17,000 with an employment population of 20,000. The community enjoys a diverse economic mix of residential, retail, and industry. Largest employers include Cargill, Super Valu Stores, NAPCO International, and Thermotech.
Hopkins features a variety of single family and multi-housing options in a broad range of prices. There are many active and developing neighborhood organizations. A prominent and viable Mainstreet is the hallmark of the community. Established retail businesses prosper in the historical downtown area and recently developed theaters, shops, and restaurants are thriving.
Over 60% of the city's housing units are rental. This has brought in a diverse population. According to the 2000 census, over 14% of Hopkins residents were born outside the United States. 37 languages are spoken in the community.
